Overview

RA5 synthesizes and culminates all prior research activities into a Decision Support System, defined as a comprehensive set of replicable guidelines for CE interventions applicable to any generic industrial park and its surrounding area. RUs transfer the whole findings in a final Report containing the guidelines for fostering the transition towards more circular and symbiotic production areas (IPs and surrounding contexts). This report groups evidence from all previous activities and is linked to the keywords “Local Development” and “Circular Economy”.

The primary objective is to provide a practical, accessible and consistent framework enabling industrial stakeholders — IP managers, consortia administrators, entrepreneurs, public administrators, environmental consultants, and researchers — to develop sustainable development plans that transform isolated production units into integrated eco-industrial systems. The guidelines follow a modular structure with progressive depth, designed to be adaptable to different contexts while maintaining methodological rigor.

Constructing a clear, practical, accessible and consistent set of replicable guidelines for entrepreneurs and policymakers willing to elaborate and implement place- and evidence-based industrial policies applicable to a generic industrial park and its surrounding area.

Outcomes

1. Comprehensive Modular Guidelines Document

A comprehensive, replicable set of guidelines synthesizing findings from RA1 through RA4 into an actionable decision support framework structured in five progressive modules: (1) Territorial Context Analysis — company characterization, stakeholder mapping, and DPSIR framework application; (2) Input/Output Flows Analysis — material flow identification, quantification, and symbiosis screening via Sankey diagrams and network analysis; (3) Indicator System & Assessment — adaptive calculation protocols and multi-criteria decision support tools for intervention prioritization; (4) Action Plan Development — phased implementation roadmaps from quick-win pilots to system-wide transformation; (5) Monitoring & Operational Tools — data collection frameworks and integrated management dashboards. The document includes differentiated recommendations for policymakers (regulatory sandboxes, tiered incentives), IP managers (pilot projects, information sharing protocols), and companies (internal efficiency, material flow documentation).
